As other considerations besides those of personal economy and convenience have to be regarded
in fixing the Residence of the Governor, their Lordships are of opinion that it will be necessary, according to the usual practice, to erect a Government House
on a Moderate
Scale at the Public Expense, and
such Buildings as may be indis-
pensable for the transaction of the
business of the Public Offices, may
be erected, either under the same immediate connection or under the same roof,
with the Government House.
Their Lordships earnestly recommend that the Buildings to be created for those purposes should not
be constructed on a more extensive Scale
nor be more expensive
than the circumstances
absolutely require, and
they would suggest
that detailed Plans and Estimates, in the preparation of which the Chief Officer of the Royal Engineers at Hong Kong may properly be called upon to assist, should be laid before Her Majesty's Government before any of the Buildings
are commenced.
